The remaining 20% of the overnight cost is for contingencies and owners’ costs (essentially the cost of testing systems and training staff).Financing costs will be dictated by the construction period and the applicable interest charges on debt.The construction time of a nuclear power plant is usually taken as the duration between the pouring of the first 'nuclear concrete' and grid connection. Long construction periods will push up financing costs, and in the past they have done so very significantly.
