In general the construction costs of nuclear power plants are significantly higher than for coal- or gas-fired plants because of the need to use special materials, and to incorporate sophisticated safety features and backup control equipment. These contribute much of the nuclear generation cost, but once the plant is built the cost variables are minor. About 80% of the overnight cost relates to EPC costs, with about 70% of these consisting of direct costs (physical plant equipment with labour and materials to assemble them) and 30% indirect costs (supervisory engineering and support labour costs with some materials). The remaining 20% of the overnight cost is for contingencies and owners’ costs (essentially the cost of testing systems and training staff).Financing costs will be dictated by the construction period and the applicable interest charges on debt.The construction time of a nuclear power plant is usually taken as the duration between the pouring of the first 'nuclear concrete' and grid connection. Long construction periods will push up financing costs, and in the past they have done so very significantly. In Asia construction times have tended to be shorter; for instance the two 1315 MWe ABWR units at Kashiwazaki-Kariwa 6&7 in Japan, which began operating in 1996 and 1997, were built in a little over four years, and 48-54 months is a typical projection for plants today.
