The models used will depend on whether the electricity market is regulated or liberalised.Apart from centrally-planned economies, many projects have some combination of government financial incentives, private equity and long-term power purchase arrangements. This has been tackled differently in various countries.As more electricity markets become deregulated and competitive, balancing supply and demand over the short-term can result in significant price volatility. Price signals in the spot market for electricity supply do not provide a guide on the return that might be achieved over the long-term, and fail to create an incentive for long-term investment in generation or transmission infrastructure, nor do they value diversity of supply.
